JOB DESCRIPTION – PROGRAMME MANAGER

Main Job Purpose

To take total accountability for planning, structuring, leading and executing the IT elements of a portfolio of projects of high risk and complexity to time, quality and budget.

To be responsible for managing the IT programme team consisting of project management, analysis, internal software development staff, external development partners, other representation from within the Group and business users.

Duties and Responsibilities

Manage the programme’s IT budget on behalf of the programme director, monitoring the expenditures and costs against delivered and realised benefits as the programme progresses.

Plan the IT programme and monitoring its overall progress, resolving issues and initiating corrective action as appropriate.

Management and analysis of issues.

Build, manage and motivate the IT Programme team.

Ensure the delivery of new products or services from the projects is to the appropriate levels of quality, on time and within budget, in accordance with the programme plan.

Be responsible for the quality assurance and overall integrity of the IT elements of the programme.

Manage third party contributions to the programme as appropriate.

Communicate with all stakeholders.

Manage both the dependencies and the interfaces between projects and contribute to portfolio management of all the programmes by assessing dependencies between programmes as well.

Manage the IT specific risks to the programme’s successful outcome.

Report progress of the IT elements of the programme at regular intervals to the programme director.

Skills / Attributes Required

Have a proven track record of up to 8 years experience in Project / Programme Management using leading methodologies and processes.

Proactive, high energy, and a natural leader of people and teams

Highly developed negotiation and presentation skills

Experience in producing business cases

Experience of managing multiple parties including Project Managers and third party vendors / outsource partners on high profile and technologically innovative enterprise solutions

The ability to manage teams across multiple locations

Prince 2 level training or equivalent.

Experience of MS Project.

Understand budgetary control and resource allocation procedures.

Ability to create a sense of community amongst the disparate members of the programme teams.

Ability to motivate and lead the team

Job Description:
Purpose:
To carry out the management of application development teams involving the development and implementation of systems to meet identified business needs whilst acquiring and utilising the necessary resources and skills within agreed parameters of cost, timescales and quality. To act in the capacity of lead developer for projects under the team's remit.

Key Responsibilities:

• Takes responsibility for successful delivery of IT application development and management activities ensuring that standards and appropriate best practice is followed.
• Supports IT Manager in fulfilling IT Application Delivery Manager Role.
• Ensures that realistic project, quality, and risk plans are prepared and maintained for projects and sub-projects. Monitors and controls team performance against plans.
• Monitors and controls allocated IT human and material resources, associated revenue costs and all capital costs against the project budget.
• Assess the effect of changes to the projects on costs, timescale and/or resource needs and reports these to Project Managers and the IT Manager.
• Leads one or more IT teams; allocating and monitoring tasks, motivating staff and appraising individual performance.
• Liaises with other managers within IT and within the business; manages expectations of all project stakeholders.

Qualifications / Experience:
Essential

• Job holder must have several years experience in IT, preferably in a development role of .Net and Java applications.
• Preferably IT specific 3rd level qualification.

Desirable
• Previous people management experience.

Responsibilities:
•Define and validate the business needs and requirements
•Ensure the organisational feasibility of the business solution throughout the project development
•Sign off final business requirements
•Ensure that the business requirements adhere to the corporate policies
•Ensure that the transition and implementation activities are completed on time, both within the organisation and with respect to external clients
•Supervise the implementation of the products or services resulting from the change in the organisation’s environment
•Analyse, document and establish the priorities of Business Change Requests
•Provide resources for UAT

Plan:
•Set up and monitor the Project Deliverables Process, and ensure that the project is delivered within the scope, quality, time and budget terms of reference
•Develop and document the milestone plan
•Develop and document the Detailed Plan including Critical Path

Control
•Manage the budget and the schedule of the project team, ensuring the project budget is tracked according to the organisation standards
•Manage and control the project risks through the Risk Management Register
•Confirm and control the Change Management Process throughout the project’s lifecycle
•Manage Business and IT solutions change requests, outstanding issues and risks
•Maintain Detailed Project Plans e.g. Milestones Plan
•Propose and implement actions to correct situations
•Maintain the Project documentation repository and document versions
•Manage Project – level plans and deliverables, and logs for Risks, Issues and Action Items

Team
•Assemble and manage the Project Team
•Assign tasks and responsibilities to the members
•Lead, direct and motivate the team
•Plan, organise, control and lead the activities of the Project Team

Communicate
•Ensure the Head of HR is made aware of all relevant issues and highlight areas of concern
•Provide Status Reports to the Head of HR
•Report and ensure the resolution of major issues to the Head of HR
•Regularly liaise with the Business Stream Leads, IT Manager and any external third parties to co-ordinate project management activities
•Issue reporting documents

Business Requirements Definition
•Work with the Business Leads to identify and complete the Business Requirements Specification
•Get sign off the Business requirements from the Business Leads and the Head of HR
•Work with the IT Manager to translate the Business Requirements Specification into Functional Specification
•Play a leadership role, with the IT Manager and Head of HR in negotiations, agreements and on-going management of business and IT third parties

Requirements:
•Computer Systems/ Business Degree.
•5+ years work experience in Software Development and/or BI roles.
•Microsoft Office skills: Must have good experience with Word, Excel and preferably Visio.
•Has experience dealing with end-users of software applications.
•Human Resources qualification or experience in a H.R background desirable.
•Knowledge and experience in e-learning a distinct advantage
•Experience in change and problem management.
•Fluent Written and Spoken English.

Provide a primary continuous point of contact to the customer during project design, implementation focusing on communication, governance, and interdependencies during system deployment and support. The postion consists of matrix of responsibilities in customer support, project support and project management.

Responsibilities:
Helpdesk:
Handle help desk issues independently.
Customer issue resolution.
Issue escalation
Provide regular status reports.

Project Support
Create comprehensive user reference materials on all projects assigned.
Create Functional Design Specifications from User Requirements independently
Validation and testing of new systems and their upgrades.
Maintain excellent attention to detail in all project related documents and tasks.

Project Management
Perform project management functions (as delegated by the Applications Manager) effectively in the Applications Manager’s absence
Lead customer set-up meeting and create User Requirements document with project manager
Support project management of software implementations.
Support schedule management
Follow Change Control practices
Follow SDLC process.
Project Time Tracking
Providing feedback and assistance improving internal processes and procedures.

Customer Support

Providing feedback and assistance improving internal processes and procedures
Training and support to systems users to ensure compliance and that best practice is followed at all times by users.
To report any issues or problems
To liaise with departments regarding new developments and get feedback from the users regarding the system or process’s currently in place.
Process change requests from departments regarding questionnaires, letters ect
Ensuring that the all documentation changes are passed through the correct channels before being implemented.
To work with management in assessing work process’s and develop ways that can improve or change these processes for the better.

Qualifications Required:
Education:
Bachelor’s Degree or Certificate plus experience in Computer Science, Engineering or Healthcare related experience.

Experience:
Minimum 3 to 5 years, of IT and/or Health background.
Experience managing projects of small to medium scope
Experience managing multi-discipline teams
Understanding of IT System Integration

Background:
Understanding of Information Systems
Knowledge of Health Care
